Yes, I think it is true that individuals create their own
interpretation of the law and in that way are constantly contributing to the
democratic process. While in a
dictatorship the law is imposed from a single source and the individual citizen
does not contribute.
I am saying two things:
- Law that is static through time is dictated, only law that changes through time enables expression of individuality
- Law that is imposed from a single source, even if it changes with time, is dictated. Hence removes personal expression as well.
So it is possible to elect a dictator and live under a
dictated law, with some of the appearances/syntax of a democratic society with
none of the semantics of one.
However, I believe that there is another more significant
method in which the individual creates a democracy and contributes to its
existences through time, participating in the democratic process.
